In 2014, Ray was appointed as a Magistrate for the General Sessions Court of Knox County. He has reviewed over 25,000 applications for arrest warrants and hundreds of search warrants. He has also conducted over 5,000 arraignments and bail hearings and hundreds of asset forfeiture hearings. Ray also has assisted in training new substitutes who serve when a Magistrate is absent. Most recently, he was deeply involved in the development and implementation of the Pre-Trial release program as well as the new Bail processes.

A native of Knoxville, Ray attended Walters State Community College and Tennessee Technological University, graduating with a BS in Computer Science.

His work life began with the Navy and Air Force where he managed large-scale programs.

During his time with the Air Force in Tullahoma, TN, he pursued his law degree at night in Nashville. Upon successfully completing his JD and passing the bar, he moved to private industry and worked for a computer services company while maintaining a successful private practice.

Ray is a Master Mason at Bright Hope Lodge. He was on the Board of Directors for Angelic Ministries for 10 years, a volunteer driver for Love Kitchen’s food delivery service, and taught Sunday School at Riverdale Baptist Church. He also served as Chairman of the Knox County Republican Party.

Ray is married to Belynda Baxter, and together they have four children, Trevor, Ray, Drew, and Leah. He is also blessed with three grandchildren, Hattie James ,Georgia Ray, and Cullen Wells.
